What is SAL — Statement of Work Progress?

The Italian SAL (stato di avanzamento lavori) records the cumulative value of work completed up to a given date against the contract. It is distinct from the payment certificate and the invoice; previous certified amounts and contractual retention are considered separately when determining the amount for the period.
